Need step by step instructions to do a clean Windows 10 install from the blue F2 screen. Titled Boot Device Not Found. Please install Operating system on your Hard Disc (3F0).

Unless I am mistaken, your product ID is 9HP23UA#aba and you have cloud recovery
However, you may be able to repair your drive. Do you wan to try a repair first?
You have a solid state drive and unlike HDD those rarely fail.
Have you run diagnostics?
Tap the ESC key after powering on and press F2 to run diagnostics.
Do not allow any updates if disk or memory fail, especially a BIOS update.
If the OS boot drive passes diagnostics maybe all you need to do is boot into safe mode and repair repair the drive.
Otherwise you need to replace the defective drive and do the cloud restore.

Originally Bitlocker was engaged on my computer. A friend erased the hard drive which took care of the Bitlocker problem but also wiped out the operating system. So I need to reinstall Windows OS and it’s programs so it will run(clean install)
I’ve never had to do something this complex and hoping for step by step. On what to do. I was going to get OS from Microsoft and Installed programs from HP support via download to a USB 32gb flash drive. I only have a Mac OS X EL CAPITAN 2010 that I can use for the install media. Will that work? Download from MAC for use on the HP?

You must use a windows system that you have admin rights to. A library PC will not work
You can install parallels on your Mac and then windows 11 pro. Skip over when it asks for activation key
Until Microsoft make a policy change, you can continue to use the win11 pro on your Mac. It will show a reminder to activate and will not allow personalization but it will not stop working. There is no need to buy a license for it.
Parallels requires Windows pro, not home, so you need pro.
