Operating System: Microsoft Windows 10 (64-bit)
When ever I try and boot into windows 10 from my dual boot. I errors saying winload.efi has an error or is missing: error code 0x00000e
this happened on a fresh install

You said you are dual-booting, so I have some questions:
1) What OS is the other boot?
2) Has this dual-boot been working in both OSs for some time, or is this a very recent issue?
3) How did you modify the partitions on the PC to install a second OS?
We can proceed when you provide the information.
