Alright so hear recently i posted on hear about my laptop not wanting to boot n someone advised me to manually download windows 10 n install with a flash drive well now it works but there's a stutter every few seconds and i can't factory reset bc it says no reset point n I have to repair it can someone please help

How was the reset attempted, did you make use of the HP Recovery partition (F11) or did you use the HP recovery media? 
If you don't have an HP Recovery media and have attempted reset using the windows troubleshooter or a retail copy of windows, you'll need to order a recovery media: Click here for steps.

I was instructed to download 10 and re install through the f9 command the laptop i have is a hp notebook 15 i was able to repair through a recovery drive but it did help with the stutter

 Try updating the computer - 

 

Step 1 Windows Updates - 

1) In the search box, type, and open Windows Updates. 

2) Check for updates. 

3) If the updates are available, click on install and restart the computer. 

 

Step 2 HP Support Assistant Updates - 

1) In the search box, type, and open HP Support Assistant. 

2) Check for updates. 

3) If the updates are available, click on install and restart the computer.
