the reason disk management couldnt inscrease the partition is because its a hidden partition
there is a complicated process to increase the partition but
now if you have problems you cant reinstall to factory unless you created the recovery media on dvd or usbflash drive
the complicated process involves the cmd as admin the typing diskpart and using this diskpart will do a better job of increasing that partition without deleting any or using third party tools that do more harm than good
just a future heads up there are tutorials out ther that walk you thru step by step on how to increase those system and reserved partitions

Original message: Problem solved. I downloaded a freeware partition management app, MiniTool Partition Wizard, and used that to resize the "data" volume from 100 MB to 600 MB. As soon as the computer rebooted, the Windows update process took over. A few hours later Windows 10 was up and running.
Do note that this does not work on a GPT Drive (SSD with GPT partiioning).
