First off, I must tell you that I don't always have internet access, so this conversation exchange may take an extremely long time. My replies could be days apart. I have a HP laptop, intel 5, 7th gen processor, 8mb Ram, 1 TB hard drive, runs Windows 10 ver 1909. Windows won't load. I get black screen HP logo with circling dots. After very long time nothing but black screen with cursor operation. Error messages I've gotten are: file\Windows\system 32\winload.exe with error code:0xc0000221. Then it says: You'll need to use recovery tools. If dont have any installation media like a Disk or USB device, contact PC/device manufactuer. Some events I encountered leading to this state were system error: RtkNGUI64.exe, code execution cannot proceed because DSOUND.dll was not found, reinstalling program may fix. I didn't try addressing this issue. But then Action Center notification to check drive for errors, I did. Much to my surprise, computer then said: fixing(C:) step 1, and went thru Stage 2, Stage 3, scan and repair drive (C:) . I waited patiently for the process to show 100 percent. But at that point the screen went black and nothing else EVER happened. Believe I heard disc operation, but then it always seems to be doing something. I tried restarting several times, had to depress power key till it powered down. Same thing with restart attempts, HP logo and spinning progress wheel, never resolving. Eventually nothing but black screen. Perhaps also, someone can tell me how to obtain a Windows 10 system repair and recovery disc. I bought the computer thru Best Buy and didn't receive any installation media.

Your PC should be supported by the HP cloud recovery tool which you use to create a bootable USB flash drive that will install W10, the drivers and the software that originally came with your notebook.
You will need access to another working Windows PC with W7 or newer installed to create the recovery media.

You will lose all data currently on the hard drive using the recovery media created by the cloud recovery tool.

I don't want to wipe the hard drive and reinstall Windows before I recover some hard-earned files. 1) Can I just repair the file: file\Windows\system32\winload.exe Error: 0xc0000221 ; Perhaps, a repaired MBR file. 2) Or use one of the many data recovery tools to recover files before I have to wipe the hard drive with a reinstalling of Windows 10 .

Yes, you can make a bootable W10 installation flash drive using the media creation tool at the link below.

Boot from the installation drive, and when you get to the screen that shows 'Install Now,' on the lower left side of the screen there is a 'Repair your computer' link to click on, and you can try the various repair options.
If none of the repair options, work, you can clean install W10 and you can recover your files if you install Windows over the current Windows installation, and it will create a Windows.old folder.
After W10 has completed installing, you can explore the Windows.old folder, find your old user profile and copy any files you need to save onto a portable hard drive.

In some cases you won’t need acces to another pc in order to create a installation media, because some hp laptops are shipped with an recovery partition. Try to press F11 button during start up and following the hp recovery manager. On your particular device it could be also another of the FXX buttons, I would recommend to see in the user or service manual if there is a recovery partition and how to start the hp recovery manager.
