Hello. I have recently (few months ago) have had my HP Envy x360 to unexpectedly not start up correctly. It has never once booted up Windows 10 ever since the issue started, yet safe mode works with no problems. I have tried all options with the automatic repai troubleshooting, but it hasn't fixed my issue. How can I fix this without having to pay?

I understand that you have an HP Envy x360 series laptop. I read that the laptop does not boot to Win10. I further read that the safe mode works fine and you have performed the automatic repair and the issue still persists. Fabulous analysis. Spectacular diagnosis of the issue before posting. Kudos to you for that.
To provide an accurate resolution, I need a few more details:

- Did any software changes or updates happen on the laptop after which it stopped booting in Windows?
- Are there any error messages when the laptop tries to boot normally in Win10?
Meanwhile, I did some research and suggest you to perform the following steps to fix the issue:
- Power off the laptop.
- Remove the battery out. If the battery is integrated then leave the battery inside the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the battery and plug the AC adapter.
- Power ON the laptop.
If the laptop still does not boot to Windows normally then let us perform a Windows refresh (repair). The Refresh option is primarily a repair method - a way to return your computer to a known good state. You may refer to the steps mentioned under "Refreshing your computer when Windows will not open to the Start screen".
The following list shows what happens when you refresh your computer:
Your files and personalization settings such as libraries, user accounts, and desktop themes are saved.
The computer settings are returned to the defaults.
Apps from the Windows store are reinstalled, and the settings are reset to their defaults. Internet connectivity is not required to reinstall these apps.
Desktop apps are removed unless they were installed by the computer manufacturer. At the end of the refresh process, an HTML file called Removed Apps.html is placed on the desktop with a list of the desktop apps that were removed.
