The '% Free' display in Disk Management is known to be inaccurate when it comes to the EFI system partition (ESP).
The ESP stores various critical boot system files and folders and cannot be 100 % free.
The error you refer to means that there's not enough space in ESP for the W11 24H2 update.
You need either to increase the ESP size or delete files/folders to free up space.
Microsoft's recommended troubleshooting, as shown below, is to delete the 'Fonts' folder in the EFI\Microsoft directory.

Here is a warning from the aforementioned MS article:
"Caution: these steps are complicated, and carry some risk. This is best done by advanced users with experience using the command line. If you make an error in entering these commands, you could put your device in a no-boot situation, and possibly lose data you have stored on the device."
