When I install a clean Windows 11 image using the latest Windows 11 SCCM drivers from HP on this model, it always boots to startup repair. None of the standard repair options do anything, and of course there are no "recent updates" or restore points. Restarting loops to startup repair.
Workaround:
Enabling debugging mode or bootlog, then restarting boots Windows normally, and then everything works fine, even without network access. The ntbdlog notes problems with AMDfendr and dxgkrnl.sys, but I have tried a dozen driver combinations with no dice.
Imaging the machine with Windows 10 works just fine. Upgrading to Windows 11 works just fine.
