I am trying to install windows 11 on a new nvme SSD. The first problem I faced was that the drive was not being recognized as an installed location. I downloaded the media driver intel RST VMD. Now the SSD shows up and I select it as installation location and windows 11 starts installing but at the 83th mark the installation tries to do a restart but that’s where it all goes down hill. The process starts all over again this time I asked for the missing media driver at the start of the installation. After selecting the drivers and going to the installation again the whole process just repeats each time reduce the SSD volume. Anyhelp

It seems like you did the correct procedure, getting that RST driver.
I assume this is an HP system. if so, try using the cloud restore
Cloud recovery provides all the custom HP drivers.
Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.
