Interesting to note: I'm moving the user folder to a flash drive, and Windows 11 shows a live transfer speed. It keeps going from 1.5 MB/s down to 100 KB/s or less (even 0), like in waves. I'm not sure what about the drive going bad would cause this, maybe the physical rotation?

It's hard to say what is causing the wavering transfer speeds.
For one thing, the speed will vary depending on the size of the individual files being transferred.
My PC's s do that too.
Here's the parts list for the product number you posted.
It does have a slow-poke 1 TB 5,400 RPM mechanical hard drive.
The parts list also identifies the notebook as a HP ENVY x360 - 15m-bp112dx.
