It came with Freedos.

 

Your notebook's product number is 9HP68EA, which is the first column that is repeated for each line.

 

The line that tells you the notebook did not come with Windows is the motherboard part number.

If the motherboard came with a Windows product key, it would have had this part number according to the service manual, chapter 3, page 18:   L78085-601

If you purchased the notebook locally, then I suggest you go back there and get a Windows product key because the notebook was sold by HP with FreeDOS, not Windows.
