Not starting can mean lots of different things.

 

If you want help, you have to provide details about what the PC does when you start it up.

It said: Please wait while we install a system update, then the screen turn white and HP Bios star to “update” and then: “The System BIOS had failed”

Sounds like the BIOS update failed.
