Hi!
I'm using an HP ENVY 17 S143CL with a i7 7500u 2.7GHz
While the laptop is equipped with secure boot, uefi and TPM 2.0 the processor is not on the supported list of processors
Will I receive the update considering HP says ENVY will get the upgrade to windows 11?
If not, can I upgrade my processor, i'm using the 819F motherboard?

Hi:
The only way to upgrade the processor would be to replace the motherboard with one listed in your notebook's service manual that may come with a better processor.
I checked the service manual and there are no motherboards that came with Intel 8th gen core processors.
It is too soon to be overly concerned with the hardware requirements for W11.
The requirements are being changed back and forth even as I write this.
For example...This document from Microsoft was edited just yesterday to remove the part that was in there that I copied and pasted.

It used to state that as long as your PC meets the Hard Floor requirements, you may be able to upgrade to W11.
Hard Floor:
- CPU: Core >= 2 and Speed >= 1 GHz
- System Memory: TotalPhysicalRam >= 4 GB
- Storage: 64 GB
- Security: TPM Version >= 1.2 and SecureBootCapable = True
- Smode: Smode is false, or Smode is true and C_ossku in (0x65, 0x64, 0x63, 0x6D, 0x6F, 0x73, 0x74, 0x71)
Soft Floor:
- Security: TPMVersion >= 2.0
- CPU Generation

The short answer of your question is : We will wait and we will see.
This is more marketing hype now than technical details.

Yours is not in the list. Yours is 7th generation.
Windows 11 may be arriving later this year as a free upgrade for Windows 10 users, but many are discovering that their hardware isn’t compatible. Microsoft has altered its minimum hardware requirements, and it’s the CPU changes that are most surprising here. Windows 11 will only officially support 8th Gen and newer Intel Core processors, alongside Apollo Lake and newer Pentium and Celeron processors.
Originally, Microsoft noted that CPU generation requirements are a “soft floor” limit for the Windows 11 installer, which should have allowed some older CPUs to be able to install Windows 11 with a warning, but hours after we published this story, the company updated that page to explicitly require the list of chips above. We’ve reached out to Microsoft to clarify its CPU requirements and support, and we’ll update you accordingly.

HP hasn't officially tested this or no such information exists publicly.
So, I would recommend you wait and see what happens until Microsoft officially release Windows 11. Lots of things may change until release date or after that. We live in an ever changing, very dynamic IT world.

According to Microsoft, Windows 11 is compatible on all those PCs having a minimum of 4GB Ram and 64 GB Storage and 1 gigahertz (GHz) or faster with 2 or more cores on a compatible 64-bit processor or System on a Chip (SoC). Graphics Card: DirectX 12 compatible graphics / WDDM 2.x and System Firmware should be UEFI, Secure Boot capable
