That was my bad - I didn't realize that Microsoft still hadn't rolled out automatic installs of 1809. However, I take issue with the below:
As to it being RELEASED, that is not entirely without its limitations, as MS currently had three Upgrade Blocks in place -- for folks with hardware that has been found to have problems with the v1809 Upgrade -- and one of those blocks is for Intel drivers, which, as far as I know, they have not lifted yet.The Intel driver block is only for specific versions of the display audio driver, as described here:
Windows® 10 October 2018 Update update may be blocked due to issues seen with Intel® Display Audio Driver versions 10.25.0.3 through 10.25.0.8... A fix for these issues is already included in Intel® Display Audio Driver version 10.25.0.10, which is bundled with Intel® Graphics Driver version 24.20.100.6286 and newer.
Thus, if HP releases the updates to the graphics drivers, I see no reasons why manually requested updates to 1809 should not be possible.
I don't think I'd hold my breath waiting for HP to provide updated graphics drivers. I have an old HP DV6t-7000 that I purchased back in 2012 and after all these years, never did HP provide any updated graphics drivers. I just checked the support page for this machine and the graphics drivers they are showing are dated 2012...same year I bought it. I've been going to Nvidia and Intel for my updates and they've been working great. But then again, this is a Windows 7 machine too.

Most you that are following this thread should probably check the HP website for an updated BIOS for your machine. Specifically, the HP Spectre machines that were built in the last 8 months or so were having issues updating to 1809. I have an 8-month-old Spectre and the new BIOS (F.25 Rev.A) fixes the problem. Currently running Windows 1809 very nicely. Eventually, I'm sure HP Support Assistant will offer it up too if you'd rather wait. I'm never quite understood why the HPSA takes so long to get updates to you, but it just does.

I purchased the HP Spectre x360 - 13t-ae000 last year and have been unable to upgrade to the windows 1809. I checked both suggestions on this thread that relate to the HP driver support site:
- Download F.25 BIOS. Not possible because the most recent BIOS available on HP support site is F.24
- Download the correct Intel Graphics driver. Not possible
This is concerning because I read that 1803 is going to end-of-life in November of 2019. If HP does not ever update their drivers what will happen? Will I be stuck at 1803 forever? Or will Microsoft force an update that will crash the laptop?
For such an expensive premium laptop I find all ths shocking.

If the manual Windows update assistant doesn't work, I would recommend you (after backing up your system) uninstall the current HP/Intel drivers, install the updated and compatible drivers from Intel's websites, and try the update assistant again. I've been running it for a while now and have had no issues. Also using 1903, and I've had no problems with that either.

I had replaced the HP Intel drivers with those offered directly by Intel and ran the HP OS troubleshooter tool, which did find and fix and "update" issue, however the built-in Windows Update assistant still did not "find" any OS updates. However, HP support directed me to update the OS directly from Microsoft and their Windows 10 May 2019 Update site by using the Microsoft update tool (https://www.microsoft.com/en-us/software-download/windows10). After "certifying" the the laptop met the requirements the Microsoft Windows 10 update tool proceeded to update the OS to ver. 1903...and all is well now...so far. thanks for your help!

Can you let me know what model your x360 is?
Also, where did you find the intel drivers? Which one did you replace?
To update to windows 1903, did you just let windows find the update or did you manually download?

my model is the Spectre x360 13-ae0xx, bought last year. i used the Intel Driver & Support Assistant on their site (https://www.intel.com/content/www/us/en/support/intel-driver-support-assistant.html). it will scan and update any Intel drivers (beyond what HP currently offers). to update to 1903 i had to get it directly from the Microsoft Windows 10 Update site, as the built-in Windows Updater was not "finding" any available updates by itself.

I did the following and the update to 1903 worked for me
1. Download the Intel driver update package (https://www.intel.com/content/www/us/en/support/intel-driver-support-assistant.html )
2. Download the latest driver from there and install ( https://downloadcenter.intel.com/download/28289/Legacy-Intel-Graphics-Driver-for-Windows-10 )
After rebooting and waiting about 6 hours, Windows recognized that my machine was ready for 1903 and the I was able to the update through the normal process. Everything works fine.
