September 2020 - update to windows 20.04 then 20.H2 when will it happen?

You're asking a question no one can answer -- but I would not expect this much before November.

 

Consider the May update -- which only recently has been released to the general public after being locked for months by MS due to a long list of known issues.  So, that is around 4 months from announcement to general release.

 

Thus, the October release is likely to be really November or even December.

 

And do NOT be in a rush to get it -- think of the disaster that was v20.04. You don't want your PC trashed by the 20.H2 update because you made the mistake of being an Early Adopter.
