Hello. 

Where to download the official version of Windows 7 (64bit) Home Basic OA CIS and GE for my laptop HP Pavilion dv6-3110er?

There is not an official place to download Windows 7. Microsoft pulled the online .isos from the internet 3 or 4 years ago.

And now i have to make a recovery?

Original hard drive might have been replaced.

Windows 7 is a problem. You can likely find a recovery disk for it for like $27 from a site called computersurgeons.com.

 

You can also search the internet for mirrors of the old Microsoft Digital River download server. 

 

You need to find the .iso of the disk called X17-58997 which is the OEM version of Windows 7 64 bit. 

 

The problem with using mirrors is you never know what you are getting but there are some universities in Europe that have mirrors and those should be trustworthy. 

 

I would link you directly but Microsoft has asked us not to do that.

Adding to @Huffer's answer, there is no point trying Microsoft's Windows 7 Download site, as it will refuse to work with OEM keys such as those supplied with a new HP computer.

 

Microsoft intentionally make this difficult, presumably because Windows 7 is now in extended support as mainstream support has ended.
