I have 2 identical Spectre X360 laptops: Model = 15T-DF000, Product = 4HG39AV_1
...First laptop is Win-10 as shipped by HP and all subsequent updates installed. No problems.
...Second laptop: Also shipped with win-10 but...
Yesterday, I used a DVD to do a fresh install Windows 11 that I downloaded from Microsoft, as a MSFT analysis said my Win-10 laptop is upgradable to the new OS. The problem I am having is that the Windows Hello Face (facial recognition for sign-in) is not working. I didn't try to install or use it when this laptop was running Windows 10, so I don't know about it. But Hello Face is working on my first identical Win-10 Spectre.
When I go into Settings -> Account -> Sign-in Options. The Facial Recognition option displays the text "This option is currently unavailable." The explanation was "We couldn't find a camera compatible with Windows Hello Face." So, I went to Settings - Apps -> Optional features. There I found in the list: Facial Recognition (Windows Hello). So I installed it & re-booted the laptop. When I went back to implement the Facial Recognition (Windows Hello) app, it still displayed the message "This option is currently unavailable." Same explanation: "We Couldn't find..."
I then launched SERVICES.MSC and started the service: Windows Biometric Services. Went back to activate the Hello Face, but still could not activate the Hello Face for the sign-in option.
In Device Manager, under Biometric Devices, I only have one item: Synaptics WBDI Fingerprint Reader - USB 102 (SGX). But on my Win-10 Spectre I have an additional device called Windows Hello Face Software Device.
When inspect the directory C:\Windows\System32\WinBioPlugIns on both laptops, the Win-10 Spectre has more DLL files in it and it also has a subdirectory called FaceDriver. My Win-11 Spectre is missing those files, even after going thru the process to install optional software.
Anybody have a clue as to how to implement the Windows Hello (Facial Recognition) software on my Win-11 Spectre?

Problem Solved!
IMPORTANT!!! Before you do this procedure, it is strongly recommended you create a Restore Point.
Go To:
Settings -> Windows Update. Look on the right side for the section labeled: More Options.
Scroll down to the line-item labeled Advanced Options and select it
In the next screen, on the right side, look for the section Additional Options.
Find the line-item Optional Updates. Select it.
In the next screen, you'll see a line-item Driver Updates (##) with the description:
"If you have a specific problem, one of these drivers might help..."
Select that line item: Driver Updates.
In the selection list displayed, I found a line item:
Realtek Semiconductor Corp. - MTD - 7/17/2019 12:00 AM - 10.0.18362.21317
Select the check box for that line item, scroll down, click the action button:
Download & Install.
(After installation, there was no message that a re-start needed.)
Now go back to Settings -> Accounts -> Sign-in Options.
Look for the line item called Facial Recognition (Windows Hello)
That section now has the text "Sign in with your camera (Recommended)"
Select it and it will guide you through the setup process.
DONE! Setup Complete!
Now when I go back into Device Manager, under Biometric Devices, there is a new device called:
Facial Recognition (Windows Hello) Software Device.
What got me to discover he solution was a combination of 2 things:
[1] Another similar post that I came across but did not save the link. Sorry, I can't give proper credit.
[2] When I looked in Device Manager in my Win-10 Spectre, I then expanded the device: Camera.
Under there I had a device called HP IR Camera. When I checked the properties of that, it showed: Driver Provider = Realtek.
I noted the driver date & version. I Then compared it to the above driver that I found in Driver Updates.
The above driver was newer than what was on my other Win-10 Spectre. So, I installed it. JACKPOT!!!
Previously, I was looking for a camera driver from HP because it was their cam. Silly Me!
I hope this helps anyone else who upgrades their laptop to Win-11. Remember, my upgrade was via a Microsoft boot DVD that I downloaded from the Microsoft web site. So basically, I clobbered my Win-10 OS by installing Win-11 over it instead of upgrading the OS. I might not have had this problem if I had simply done the Win-11 upgrade via on-line.
