When i switch on my lappy then this pops out and windows goes blank , says access denied.

Welcome!
This issue is either your user account corrupted (most likely) or more serious issue in Windows itself.
Windows uses user accounts since Windows 2000 and even now to manage the users and the information.
- Let's first check your account - create a new one, login there and see if you will be able to use Start menu normally there.
Restart your computer and as soon you see the screen coming out, begin hitting the Esc key repeatedly. HP Start up menu should open. Then press F11 to open the Recovery menu. Here is a video with instructions >> https://www.youtube.com/watch?v=GSN0qzXayUY
Go to Troubleshoot -> Advanced options -> Command Prompt
Type the following command and press Enter:
net user TESTACC Abcd1234 /add
Type the following command to add the newly created account to the Administrators group and press Enter:
net localgroup administrators TESTACC /add
Eventually, type the following command and press Enter:
exit
After restart, try to login to the TESTACC account with password Abcd1234
Check the Windows start menu and how it works.

Sorry to hear that.
It may be your Windows is corrupted. Try to reinstall it from scratch - to give it a fresh clean start.
