The “Windows Settings” window randomly pops up every 20 to 30 seconds and takes up the whole screen, making it extremely difficult to accomplish anything. Any suggestions?

Never heard of this one.   Means nothing, of course - my life is, in fact, not all encompassing.

Windows key + X and N opens the Windows Settings menu.

Avoid typing windows key + x key and then n key

Also

Windows key + i key opens Windows Settings

Having said all that, this is apparently a "thing" after all.

Search for "windows settings keeps popping up" or something similar...

Although the answer given at the Microsoft forum in 2015 did not help at least one user, you might have luck asking there.  The posts at the site are quite out of date - someone may have "new" information by now.
