Hi @evand135,
Welcome to the HP Support Community.
Thank you for posting your query. I will be glad to help you.
Thanks for reaching out. Since your HP 14s-dq0000 Laptop is no longer booting and the Windows Recovery Environment is unavailable, you can create a recovery USB to reinstall Windows 10 using another working Windows PC (Windows 10 or newer).
Here's what you'll need:
- Access to another Windows 10 or higher PC (a friend, family member, or local library/computer lab can help if you don’t have one).
- A blank 32 GB USB flash drive (or larger).
Step-by-step instructions:
- On the working PC, go to the official HP recovery download page:
👉 HP 14s-dq0000 Laptop PC (8RK28AV) Software and Driver Downloads | HP® Support - Under Software-Utility, download and run the HP Cloud Recovery Tool.
- Follow the instructions in the tool to create a bootable recovery USB specifically for your HP 14s-dq0000 model.
Once the USB is ready, insert it into your HP laptop, power it on, and repeatedly tap F9 to access the boot menu. Select the USB drive and follow the on-screen prompts to reinstall Windows.
⚠️ If you're unable to get access to another PC, you may be eligible to order a physical recovery USB directly from HP. Let us know, and we’ll help with the next steps.
Let us know how it goes or if you need further assistance. We're here to help.
I hope this helps.
Take care and have a good day.
