I tried everything so wat I do? Startup repair doesn’t work, it won’t let me reset via Cloud download or local reinstall, uninstalling updates doesn’t work, and system restore doesn’t work. Help a fellow **bleep** out....

You don't do a reset via Cloud Download; instead, what you do is use a 32GB USB stick to create HP Recovery Media from files that you download. You have to then boot from that stick to do the reset. You said it did not work -- but you failed to tell us any details about what happened when you tried it.
If your laptop was actually "bricked" as you claim, then it would not even turn on! So, you can't have done any of the thinks that you claimed did not work.
Unless you tell us the REAL state of the laptop, we can't provide any assistance.
