So, The Windows 10 Fall Creators Update was released today and i downloaded the ISO from the official Microsoft Windows site.
In order to install the update on my HP 15-ay103TX Laptop, Running Windows 10 Anniversary Update,
I made a bootable to a USB Drive and Ran the Setup.exe to upgrade. All went well until 53% where the 1st restart came up.
It restarted and came to the light blue upgrading windows screen and not long after it restarted again and showed a screen showing recovering previous version of windows and boots back to windows with an error;
We Couldn't Install Windows
0x80070570 - 0x2000c
The installation failed in the SAFE_OS phase with an error during APPLY_IMAGE operation

Welcome to the HP Support forum. Thank you for posting.
It's either Windows software bug or some driver incompatibility. And note - it's brand new - still young/fresh and potentially buggy. It was just released and in the coming weeks, all vendors will start working to rule out any possible incompatibilities, bugs, issues.
Generally speaking, in order to guarantee successful successful Windows update/upgrade:
- ensure all drivers are running the latest versions
- ensure your antivirus/firewall/security software are uninstalled
- try re-downloading/re-creating your installation USB drive
If you still face the issue after that, please address your question to Microsoft (e.g. Microsoft forums
