Product: HP Elitebook folio 9480m
I was given a elitebook folio 9480m as a gift. When I boot up the laptop I get a screen that says windows bitlocker drive encryption recovery key. I do not know the bitlock recovery key and I am unable to get ahold of the person who gave it to me. What can I do to get pass this

You can't -- you're stuck. The keys are unique to each PC and we have no way of finding it out.
You would have to pay dearly to take the laptop to a service facility and have them reinstall Windows from scratch -- because even they can not bypass the BitLocker key.
