If I understand your question, it is not about a specific language, instead, it is about the version of the OS being Single Language.
What sometimes works is buying a license key for the version you want and simply changing the key, This is the simplest way to go from Home to Pro, and it then turns on all the Pro features.
The problem you have is that this is an HP OEM version and HP does not sell license keys, nor do they sell Windows by itself. So there is no way to buy a key to do this.
