Windows 11 on my HP AIO has rendered it unusable. Turns on to login screen, accepts code then turns on working screen for less than a second before it goes right back to the blue screen containing the date and time. When I've gone to system repair by turning it on and off for a few times, even safe mode doesn't work. Perhaps even more bizarre I tried to go to the Microsoft website to reinstall Windows but the system automatically fills in passwords including my wifi and Microsoft's. It would fill in these to infinity as it just keeps going. Any ideas would be extremely helpful.

I suggest falling back to Windows 10 and installing it.

It would have been helpful if you had identified your AIO PC with its product number. You can find it listed as the SKU in System Information or at the back of your PC.
