Product: HP 250 G3 Notebook PC

My son has passed away and i need to access his laptop. Operating system is windows 7 Ultimate. 

In command prompt i am unable to interrupt and it continues to startup windows. Any help would be appreciated. 

Step by step instructions would be very helpful. Old person lol
