If "local account" refers to a local user profile on a computer (e.g., Windows local account):

Linking for services:You can sign in to your Google account within a web browser on your local user profile to access Google services like Gmail, Google Drive, YouTube, etc. This allows you to use Google services while operating within your local profile.

Chrome profile synchronization:If using Google Chrome, you can sign in with your Google account to enable synchronization of bookmarks, history, passwords, and other settings across devices, effectively linking your browsing experience from your local profile to your Google account.

No merging of underlying system accounts:This does not merge the local user profile itself with your Google account; it simply allows you to access and synchronize Google services within that local environment.

Hello, thank you for your help, i meant how to merge hp.com local account with google, because when i'm logging in to hp.com it says there are two accounts one local and one with google and they have different settings inside each of them.

It currently does not provide a way to merge a local HP account with a Google-linked HP account. When you sign in with Google, HP creates a separate account even if the email address is the same.
What you can try (workaround steps)
Since a true merge isn’t supported, here's how you might consolidate things manually:

Decide which account you want to keep
Pick whether you prefer to use the local account or the Google-linked account going forward. -
Move devices or services

If you have printers, subscriptions (e.g. Instant Ink), or other HP services tied to the account you’ll abandon, try to remove/unlink them from that account.

Then, re-add or re-register them under the account you plan to keep.

Transfer settings manually

Download or note settings, preferences, or data you can (screenshots, exports if available), and replicate them in your “main” account.

For example, if there are saved preferences, device lists, etc.

Click Helpful = Yes to say Thank You.
