I am running an HP 14 NoteBook PC laptop with a 64 bit Windows 8.1 Since upgrading from 8 to 8.1 I cannot adjust the brightness of my screen

Think you dosn't install the graphics driver on your laptop.. U should install your graphics driver after the upgrade from 8 to 8.1. In upgrade your graphics driver may uninstalled and now to control graphic option yoi should instal graphic driver.
