someone claiming to be microsoft sent a message that there was a bad virus on my laptop, I stupidly thought it was true, one I let them join, the removed me as admin from startup screen added a different name and password.A computer tech was able to get in under his name without admin permission. All I want to do is set back to factory settings, I have downloaded all info to a flash drive. HELP, Bought a new HP laptop, but want everything off the old, warranty expired on old one

You need to know you can not get EVERYTHING off the old PC onto the new one. Some things simply will not migrate.
What you SHOULD be able to get are the accounts, settings, personal data, and applications -- but you will need special software to do that. You can't simply copy files and folders to do this.
I recommend EaseUS ToDo PC Transfer --as I have used it multiple times to do just this and found it to be reliable. You have to BUY it, it is not available for free.

Thank you for your help, the only thing I needed to get was the photos and documents which I was able to download to a ups drive. I got all the other stuff back on my new laptop. I just need to know if there is a way to get around to set the old one back to factory settings. My nephew got his name in but he can’t get admin permission because the hacker created a new one and of course no password

Your notebook should be supported by the HP cloud recovery tool which you can use to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.
Since your PC is not working, you will need to have access to another Windows PC running W7 64 bit or newer to use the cloud recovery tool.
Here is an info link for how to use that utility...You will need a 32 GB USB flash drive to create the recovery media.
