Hi.
I have gone throught the diagnstics with the storage test not showing any passed or fail. it just goes back the same screen.
ive tried loading gparted but it does not fully load. ive tried installing windows, but it cant see the emmc. ive tried downloading chipset drivers but these are not reconised.
I'm running out of ideas. do i have a failed emmc?

That code means that the "hard drive" (which in your case is a 32GB memory stick) has failed. I don't know WHY that would be the case as M.2 SSDs are notoriously reliable, and with no moving parts, are unlikely to fail.
As to using Gparted, that is basically a Linux filesystem management utility and my guess is that is does not come with the drivers needed to see the M.2 SSD.
As to reinstalling Win10, while you certainly COULD download an ISO file from MS, or you could use the Media Creation Tool (MCT) to create install media on a USB stick, the limitation with that is there will be NO HP drivers in the mix, and without those, you could have problems seeing the M.2 SSD.
If this PC is less than a year old, your first step should be to contact HP Customer Support to have them put you in touch with HP Tech Support to explore you options on getting the PC fixed.
