I was doing a full factory reset and right when it wiped everything out and was going to put the machine back to factory, My power cord gave out causing the laptop to turn off and i lost everything.
when i got a new power cord and turned on the machine to try to do another factory reset by pressing F11 repeatly it tells me windows will need a boot disk to start up and nothing else happens.

 

This was a windows 7 but i think it has been upgraded to a windows 10 both 64

USing Factory setting you WILL go back to Windows 7. Since your machine previously ran Windows 10, you can do a clean install W10 for free by using the media creation tool at the link below.

The tool will allow you to make a bootable installation media (USB/DVD) and you can use installation media to install.

During the installation process if you are asked to enter a product key, check the 'Skip' box and W10 will install and then automatically activate once you are connected to the internet using the key embedded in BIOS of your machine.


Then you can install the drivers and available software you need from your PC's support page.

Thank you for the info. on how to make a boot up disk, I made one on a SD card and i inserted it into my computer and it still tells me

"No bootable device - Insert boot disk and press any key, I tried that 10 times and it just keeps repeating the same message, Please help, TY

Power on the laptop and immediately start tapping Esc key. From the menu tap F9 key and use the arrow keys to move to and select usb. Tap Enter key.

Thank you, I tried this and because it was a sd card it did not work, I tried to reset the boot order to that and it did not work, I am so depressed!

If you're taking about doing a factory reset on a PC that was Upgraded to Win10 from a prior OS, sorry, but that's not going to work using the preloaded HP Recovery partition. Why?

Because the Win10 Upgrade is known to corrupt the recovery information and since the reset uses that information, the reset will no longer work after such an Upgrade.

so do I throw the laptop away?

this laptop in the factory reset mode eraced everything and when it was ready to reinstall the software to factory my power cord went dead

 

When I got my new power cord it told me need boot disks which I made on a sd card and it is not accepting that

While PCs can read SD cards, they can not BOOT from them.

If that is what you are trying to do, most likely, that is not going to work.

First you said you made a Windows 10 bootable on USB. Now you are saying it is SD card? Borrow or purchase a usb flash drive and remake the bootable drive. It only requires minimum of 8gb size- but any size over that can also be used.
