Hi:

Sometimes you have to enable legacy mode and disable secure boot in the BIOS in order to boot from a USB flash drive, even though you shouldn't have to.

The only suggestion I can offer would be to change those settings and see if you can then boot from the flash drive.

If your notebook has a DVD drive, you can download the W8.1 Pro ISO file from the link below, and use the tool that I zipped up and attached below to transfer the file to a DVD so that it is bootable.

You will need to have legacy mode enabled/secure boot disabled in order to boot from a DVD.

ok but i don't have USB flash drive, in my BIOS ??

If the USB flash drive doesn't show up on the list of legacy bootable devices after you enable legacy mode and disable secure boot, unfortunately, I have no idea why it isn't.

it does not fall under AMT CONFIGURATION, where else can it be

I don't know where the enable legacy mode/disable secure boot settings appear in your model's BIOS.

There is only a general HP article on how to change those settings...

Boot from EFI File, it can't be the one to boot from

I believe that will only work if you make a W8.1 UEFI installer.
