Please, accept my apology for the delayed answer - I am quite busy with work these days and too tired all day today (Saturday).
Re. your back utility - could you elaborate what you mean ?
If your PC arrived with Windows preinstalled, it should have a recovery partition that you should be able to boot from and restore Windows to factory default. Since all other options failed, this should be the final option. During the recovery you will probably be provided an option to save your files. If you want to do it before that, please let me know and I will provide instructions.
Once recovery is performed, your PC Windows will be set to factory default condition with all your files gone (but may be restored from backup).
RECOVERY FROM INSIDE WINDOWS RECOVERY PARTITION
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F11 to open System Recovery options
4. Follow on screen instructions and go to Troubleshoot > HP Recovery manager (or HP Recovery)
or go to Troubleshoot > Reset your PC (depending on the computer model)

* If the above procedure does not work, cannot start, fail, ...etc.. you will need to purchase HP Recovery media which you can use to restore your PC to factory default condition

Once you receive the recovery media:
* Ensure Secure Boot is disabled.
* Ensure Legacy mode is enabled
* Save the UEFI/BIOS changes.

Once ready, please, shutdown the computer using the power button.
Insert the Windows recovery media
Power on the PC.
As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one

Choose F9 to open Boot options. Select the thumb drive or DVD (recovery media) as boot option.
Follow the on-screen instructions to install Windows

Hello again,
GNU/Linux-based operating system may not work at all or well with your PC. HP does not officially support Linux-based OS on your PC model. If you attempt to install Linux, not all features may work due to lack of proper drivers to run the necessary hardware. You do it on your own risk.
If you want you can try with the most popular GNU/Linux-based operating system - Ubuntu or Linux Mint (based on Debian).

Download a copy of Ubuntu desktop (x64 edition) or Linux Mint operating system
Save the ISO
Burn the ISO to a blank DVD -or- write it to an empty/blank USB thumbdrive (min. 2 GB).

Once ready,

Choose/Press F9 to open Boot options. Select the thumb drive as boot option.
