I tried to reset the PC (clean drive-like factory reset) by inserting the USB recovery disk but it failed after 20 mins(nearly 25% done). Now its throwing a blue screen asking me to restart the pc with the error code 80004001. I tried several times to restart and re-do the recovery but no use. Still getting the same error code. I did quick check on the hard disk, memory etc..by pressing F2 all seems to be good.
1)Is there any way to download the windows OS for my laptop and install it in my system? To rule out the doubt that the USB drive is faulty.
2)Where can i get the customer support to repair my PC?
3)How can i make sure my hard disk is working fine?
Please help.

I suggest you go back to F2 Diagnostic Test and do all three hard drive tests: SMART Check, Short DST and Long DST. If the drive passes all the tests, then you are certain that the drive is functioning properly.
If you have a problem with HP cloud recovery method, you can install Windows10 from a Win10 installation usb drive prepared from Microsoft Media Creation Tool. You can download the tool from this link.
Download Windows 10 (microsoft.com)
If you've never done this type of installation, here are a couple of online guides.
