If you bought a notebook with the W11 S mode operating system, you have to switch out of S mode to install programs that are not available at the Microsoft Store.

Just a suggestion. If you just bought your computer, you may have a situation where the computer is runing in Windows S mode. You can change that through the settings menus. If you change to standard Windows mode, this will likely fix the problem. In S mode, you can only download software from the Microsoft Store. If you have this particular problem, then all the install issues that would be related to this would disappear.
Another thing to try is to run the installer in Administrator mode. To do this, you can right click on the installer executable and select "Run as Administrator".
Without knowing how or where the software came from, it's hard to pinpoint exactly where to start looking, but I hope that the above gets you started.
