Before performing the fresh installation of Windows 8.1 Operating System, it is recommended to take your data back up on another drive. Now to help you further to install the Operating System, please find the link given below and follow the on screen instructions:

To help you troubleshoot the issue, please follow the instruction to boot the computer in a clean boot state and check if the issue persists. When you start Microsoft Windows, typically there are several programs that start automatically and run in the background that may interfere with the program. These programs may include antivirus and system utility programs. When you perform a clean startup procedure, you prevent these programs from starting automatically.

Thank you very much for your answer.
Unfortunately, the clean boot did not lead to performance improvement.
In fact, the problem got worse after I tried to install updated drivers, downloaded from HP support center.
PC now barely functioning, and many applications and features do not respond at all. PC restart takes no less than 5 minutes.
in short,I want to perform a clean installation of windows 8.1,but I heard it's not that simple in HP's laptops.
Is there an online guide that can help me with the installation?
Thanks again
