Your recommendation does not work for windows 11 after I turn off and on the computer and press f2 I do not get the same menu to continue?

Your other option would be to calibrate the battery using the HP support assistant software that should have been included with your PC:

There are no specific instructions for calibrating the battery when running W11 that I could find.

Thanks for the advice,  but the computer refuses to start up.  I only have the hp symbol and an icon rotating below.
