Hello @Bagirefefe
Welcome to the HP Support forum. Thank you for posting.
You get this message because either of these:
- Computer's BIOS is not configured correctly and it tries to boot from a device (not standard internal storage) that has no bootable stuff on it (e.g. empty USB pen drive). Or your Secure Boot/Legacy Mode settings are not correct
- there is no HDD/SSD/eMMC storage drive present in the PC
- Storage is present but corrupted (or some connector is not working) - less likely on this model
- Operating system (e.g. Windows) is totally corrup/unbootable
- Operating system is not present at all
Did you "play" with the BIOS to boot the PC from a Linux OS ?
You can review the official HP article about such issues > http://support.hp.com/us-en/document/c01443463
Please, perform some basic hardware checks
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F2 to open System Diagnostics (or the respective F option to run diagnostics).
Follow the on-screen instructions to perform System Test >> Quick test.
https://www.youtube.com/watch?v=6JXUp43ahHA
If there are no system checks/no quick tests, perform Run in test
or HDD (hard disk drive) and RAM (memory) check.
Let me know the test results.
4. Reset BIOS settings to default... Repeat steps 1-2 above but when HP Startup menu opens, please choose F10 to open BIOS setup.
Navigate through the BIOS and find the option to load default settings/configuration/reset BIOS settings to default.
Save the changes.
Exit the BIOS saving the changes.
Check the Secure Boot/Legacy mode settings and if you use Windows 8/10, ensure Security Boot is enabled/Legacy mode is off
Let me know how it goes.

Hi
No bootable device would normally mean no OS hopefully, rather than NO HDD.
So the BIOS may have the option to boot from Secure or Legacy boot. Windows 10 will want Secure boot.
However if you can set a simple BIOS password like "hp". Select LEGACY, and change the boot sequence.
Do you have an ESC and F9 boot order option?
Linux OS's can boot and install in Secure boot mode, but generally for repair try Legacy first.

Hi @Bagirefefe
In my initial reply I told you all possible option. The idea is to rule them all out to find the exact reason. Since you performed the hardware diagnostics, this means it is a software/configuration issue.
It is either OS issue or BIOS/Legacy mode configuration.
You never wrote in clear text if this PC had Windows 10 before and if it worked fine for you. Please, confirm if Windows 10 worked for you before the incident started.
If it worked for you and if Windows came preinstalled on this PC, please review the Secure Boot/Legacy mode options in the BIOS -Secure Boot should be enabled, Legacy Mode should be off. Boot priority needs to be the internal storage drive first (on top).
If all this is correct, it will mean Wndows is corrupted and if you want to restore Windows 10, please let me know and I will post details
All options are described here >> https://support.hp.com/us-en/document/c01443463
Of course you don't need to open your PC because the hardware diagnostics passed and also due to the model specifics - it's not made to be open.
Please, reply in details about this and depending on the reply, I will post the next steps 🙂
Cheers !

You can directly download Windows 10 ISO from MS site or download >>> Media creation tool from Microsoft site, create installation USB and proceed with clean installation/reinstallation.
Download:
When download completes, you will need to write the ISO image and boot from a bootable media.
Use the Media creation tool.
When ready with the USB drive or with the DVD:
- Please, shutdown the computer using the power button.
- Insert the Windows USB thumdrive prepared previously
- Power on the PC.
As soon as you press the power-on button, immediately begin hitting the Esc button repeatedly (like tap-tap-tap).
This should open a HP Startup Menu
- Choose F9 to open Boot options. Select the USB thumb drive as a boot option.
- Follow the on-screen instructions to install Windows 10. Perform custom installation, delete all existing partitions and perform installation on Disk 0 Unallocated space
After successful installation, install drivers taken from HP web site or via Windows Update/Device Manager >> http://support.hp.com/us-en/document/c03330139
Let me know how it goes.
