NO it is not licenced as such, and the cost is a DVD or USB stick in reality.
The Licence you should already have allocated to your Machine and Registered with Microsoft, so no extra licence needed.
How long does it last, no-one knows. It could be 5 years, 10 years or Microsoft could cancel the licence tomorrow.
If you just follow the guidance given and then come back and say "thanks" then we will know you have fixed your problem.

Could you take a photo (photos) of the PC screen so that I can see the entire situation, screen and the error message (+ the error code) ?

Hi
We are still pretty much in the dark about your system.
But reading that you had LINUX on it then it may not be a GPT type of partition.
OR It is seen as a RAID device.
Windows looks for a GPT type usually a SATA system, but the flash drive you have may be mis-read in the BIOS.

Step 1 Look for the HDD in the BIOS and make sure it is recognised correctly.
Step 2 Create a GPT DISK type (you may want to use the command line to do this).
Step 3 Gparted to make a GPT disk and partition.

I did some research about your issues and there appears to be no specic fix for your problem.
Try these:
- click on "new" to create a new partition and attempt installing Windows 10 on this newly created partition. If (and only if) it doesn't work, delete it and then leave only the Unallocated space
- make sure you have no other drives connected to the PC other than your external USB pendrive
- perform (again) hardware diagnostics on your HDD (storage) and let me know the results
- Download Windows 10 ISO again from Microsoft website >> https://www.microsoft.com/en-us/software-download/windows10ISO
- Download Rufus >> http://rufus.akeo.ie/
- Use Rufus, use your USB pen drive and select your Windows 10 ISO. Create a bootable drive - UEFI / GPT partition and try again

In bios the HDD is not being recognises as long as i can't run storage test only the memory tests is running and it is passed. At this point i think that my HDD has an issue or those stuff of Gpt or MBR.....

If not found by BIOS, this will turn out to be a hardware problem.
Your PC's internal storage is eMMC drive (not a HDD). It's failure reate is way lower compares to HDDs but still this is possible.
Please, contact HP Support for service options on replaceing the storage drive.
