Hi:

 

Install the free Showkey Plus app from the Microsoft Store.

 

ShowKeyPlus - Microsoft Store Apps

 

If your PC came with Windows from HP, it should have an OEM product key in the BIOS.

 

The Showkey Plus app should show you an 'Installed Key' and and 'OEM key,'

 

If the installed key is different from the OEM key, change the installed key to the OEM key in the PC settings menu and see if you can activate Windows.
