Since your HP 17 Laptop PC 17-cp3000 (799U9AV) is not starting after running a Windows update, try the following troubleshooting steps:
Perform a Power Reset
- Disconnect all external devices (USB drives, printers, etc.).
- Unplug the AC adapter and remove the battery (if removable).
- Press and hold the power button for 30-60 seconds.
- Reconnect only the AC adapter (without the battery if removable) and try turning it on.
Try Booting into Safe Mode
- Turn off the laptop completely.
- Press the power button and immediately start pressing the F11 key repeatedly.
- If the HP Recovery Manager or Advanced Startup Options appear:
- Select Troubleshoot > Advanced options > Startup Settings.
- Click Restart and then choose Enable Safe Mode.
- If it boots, uninstall the recent update under Settings > Windows Update > Update history.
Boot into Windows Recovery
If Safe Mode doesn’t work, try:
- Turn off the laptop.
- Press Win + B, then hold the power button for 2-3 seconds, and release only the power button (keep Win + B pressed).
- If the BIOS recovery screen appears, follow the on-screen instructions.
Use a Bootable USB (If Nothing Works)
If the above steps don’t work, create a Windows 11 bootable USB using another PC:
- Download the Windows 11 Media Creation Tool.
- Create a bootable USB (at least 8GB storage).
- Insert the USB into your laptop, power it on, and repeatedly press F9 to enter the boot menu.
- Select the USB and choose Repair your computer instead of installing Windows.
