Laptop model 15-cc050wm
Microsoft Windows 10 (64-bit)

1)device manager constantly refreshing after windows 10 reinstall to latest version. 2) USB drive is not recognized.

I have used the HP diagnostics, downloaded and installed all current drivers and run the health check.

Your HP Laptop 15-cc050wm is showing two symptoms after a Windows 10 reinstall:

  • Device Manager constantly refreshing
  • USB drives not being recognized

This typically indicates a deeper issue related to driver conflicts, hardware enumeration loops, or USB controller problems. Here's how to troubleshoot and resolve it:

Disconnect All External Devices

  • Unplug all USB devices (drives, printers, hubs, etc.).
  • If the issue stops, the problem is likely with one of the external USB devices or ports.

Boot into Safe Mode

To isolate whether a driver or service is causing the refresh:

  • Press Win + R, type msconfig, go to the Boot tab, check Safe boot, and choose Minimal.
  • Restart the laptop. 
    If Device Manager does not refresh in Safe Mode, it confirms a driver or software conflict.
  • Exit Safe Mode after testing by unchecking the same option in msconfig.

Check for Faulty or Ghost USB Devices

  • Open Device Manager.
  • Enable viewing of hidden devices:
  1. Click View > Show hidden devices.
  • Expand the following:
  1. Universal Serial Bus controllers
  2. Human Interface Devices
  3. Portable Devices
  • Right-click and Uninstall any greyed-out or duplicate entries.
  • Reboot the system.

Reinstall Intel Chipset and USB Drivers

The most likely culprit is the Intel chipset/USB 3.0 controller driver. HP's latest drivers sometimes don’t reinstall correctly after a clean Windows install.

Go to HP driver page for the 15-cc050wm:

Download and install:

  • Intel Chipset Installation Utility
  • Intel USB 3.0 eXtensible Host Controller Driver
  • Intel Management Engine Interface

Restart after installing each driver.
 

Disable "Automatically install drivers" (Temporary Test)

To stop Windows from overriding your working drivers:

  • Press Win + R, type sysdm.cpl.
  • Go to Hardware > Device Installation Settings.
  • Select No (your device might not work as expected) and click Save.

Check BIOS Settings and Version

  • Press Esc during boot → enter BIOS (F10).
  • Load Optimized Defaults or Default Settings.
  • Enable or verify that USB Legacy Support is Enabled.
  • Save and exit.

Also, ensure the BIOS is up to date (check from HP support site).

Optional: Windows Clean Boot (If Still Not Resolved)

  • Open msconfig.
  • On the Services tab, check Hide all Microsoft services, then click Disable all.
  • Go to Startup tab > Open Task Manager, disable all items.
  • Reboot and test Device Manager behavior.
