This message means you have a Volume License for Windows and it is trying to connect to a Key Management Server (KMS) to validate it's key to reactivate it.
Those exist in two forms:
1) Enterprise Edition -- which you got from a company under a Home Use program -- you have to take it back to them to get it reactivate.
2) Pirate version running an illegal copy of a local KMS. We do NOT support piracy, so we can't help you.
IF you did not install this, then you need to take this back to where you bought it and DEMAND that they install a LEGAL Windows license on it.
