Why does it always want me to update pending install when shut down? How to update properly and stop it from keep asking I dont know it takes forever shut computer down everytime install same thing not recognize then ask same thing

Looks like you have moved the Taskbar to the top of the screen, and the icon you have indicated is for Norton Utilities.  We have nothing to do with that as it is not an HP product.  If Norton is asking for an update every time you shut down, then you will have to contact Norton support to deal with that.  We here can do nothing about it.

Please look again. It's windows update. I say nothing and indicate nothing regarding Norton anywhere in the title or the short video you chose not to watch to help diagnose this problem. To summarize the video, it's what I typed. It clearly shows a popup for Windows Update multiple times regardless how many times I restart or shut down my computer.

Acknowledging the location of my task bar doesn't help nor does dismissing everything I wrote and recorded just because an auto-generated video thumbnail has my mouse on a random icon.. . I'm desperately seeking help to resolve Windows Update continuously having the same pending installs be installed at shut down or restart no matter how many times I shut down or restart my device...The same Windows Updates are still there as if nothing changes.

If the same update is offered over and over again, that generally means it is failing -- and you then have to go in to Windows Update and look at the history to find the failure code.

 

We here have no way to diagnose or fix problems with Windows Update.  That is entirely a Microsoft function and there is nothing we here can do when it does not work to fix it on your PC.

 

You would have to do online searched with the failure code to get ideas for things to do to possibly fix the update issue.
