Hello;
Allow me to welcome you to the HP forums!

Second question first -- as there really is no way to Restore the PC to an older date.  What MS calls System Restore should properly be called OPERATING System Restore, as all it does is overwrite the current OS files with those saved from prior Windows Updates. It does not act like a time machine.

As to the first question, press the Esc key repeatedly while rebooting. When the HP Startup Menu appears, select the option to do a reset.  If that loads, it should take 2-3 hours to complete.
