The most common cause I \have seen that prevent folks from accessing sites is their mistake of using the new MS Edge browser -- as it goes out of its way to keep you out of websites MS does not liike.
If you are using Edge, then switch over to something else -- like FireFox or Opera -- and you should then be able to access the website.
Post the URL here and I can check to see if it's generally accessible.
