how to re install  - pre installed windows 7 OS after changing hard drive , no back up available , 

windows 7 home basicwas pre installed but now no more.

I assume you didn't make your Recovery Media? If you didn't you will need to be able to read the 25 character license key from the Microsoft COA label attached to bottom of laptop.  Download an ISO image of Windows 7. Burn the ISO to dvd or usb flash drive to boot from and install Windows.
