Hello @mulhem
With regards to your slowness, as soon as you notice the PC going slow, open Task Manager.
Sort the processes based on the ones utilizing most the Disk, the CPU or the Memory and you will see what application is the one causing the problems. Here is a Task Manager guide >> https://www.howtogeek.com/405806/windows-task-manager-the-complete-guide/
Do you use an external mouse (cable or wireless) ?
Can you download HP Image Assistant >> https://ftp.hp.com/pub/caps-softpaq/cmit/HPIA.html
Run it and ensure you visit the Recommendations tab. Mark and install all BIOS, drivers and apps updates. At the end restart the computer. Do this until you see no issues in the Recommendations tab (ignoring missing BIOS password)

Try disabling Windows's fast start up to see if this will help.
Windows 8/10 start in a different way (compared to Windows XP, Vista or 7, for example) - the boot process has changed. Fast Start up is a trick to start/load your Windows faster. However, it may sometimes cause issues. Disabling Fast Start up in Windows 10 restores Windows to a slightly slower but classic more robust full start every-time you need to start your device.
- Click on Windows Start button
- Type control.exe and open Control Panel
- Go to Power Options -> Choose what the power button does
- Click on Change settings that are currently unavailable
- Uncheck Turn on Fast Startup
- Make sure you press Save changes button
- Close the window
Restart your computer and let me know if this changes anything
Note that after disabling fast start up, your initial PC start up will be slightly longer but some issues may disappear.

Let me explaın the problem again
I noticed that my lap most time while working suddenly became so slower ( Menus appears slowly - the mouse pointer shivering , wireless signal became zero then back , any command so so slow ) .
I decided to replace the hdd with new ssd , while installing win10 the rolling small balls some time stopped or roll so slow
but installation completed , I made all updates and all drives are updated but the problem remain
in 10 minutes the lap runs normal , suddenly became so weak
I tried to send video for the problem but I haven't permissions to load videos
Pls can you send me e.mail to send videos

Thank you for the video provided. I can see now, it is different from what I thought initially.
Well, it's hard to tell exactly what is causing it. This could be a hardware problem,
as well as a software one (faulty or missing driver, not enough memory, OS corruption, etc)
I would recommend that you perform the steps below - be patient, it may time some time.
To rule out hardware issue,
1. Download and install HP UEFI HW diagnsotics >> https://ftp.hp.com/pub/softpaq/sp111001-111500/sp111018.exe
2. Install it with a UEFI partition
3. Restart your PC, keep pressing Esc, then F2 at the prompt. Choose System Tests -> Fast Test to performs a 4 minute hardware check in two steps. Complete them all. Let me know the test results

Make sure BIOS is updated
HP has release a BIOS update on January 15th 2021. Here is the download >> https://ftp.hp.com/pub/softpaq/sp112001-112500/sp112137.exe
Make sure your drivers are updated - all of them >> https://www.support.hp.com/hr-en/drivers/selfservice/hp-250-g4-notebook-pc/7609933
Install audio, chipset, graphics, firmware, etc...
Make sure you go to BIOS (F10)
- On the Main tab, please apply factory default settings
- Exit BIOS saving the settings
- On the Security tab, apply factory default settings
- Exit BIOS saving the settings
Could it be Windows needs more than 4GB. Based on your description, the PC runs with 4 GB of RAM only, which might be an issue sometimes if you have. Do you have any 3rd party security application installed ?
If you open Task Manager and go to Performance tab, how much memory you see there ?
x /x GB ?
Looking forward to your reply.
