hello everyone, i have this problem with an old hp 620. basically it just starts with a black screen and a small "flash" (like when the screen is black and the images start to come), then no more. it shuts down and re-starts alone, again and again.
I think it can be a problem of the AC adapter, cause when you plug in it makes a small sparkle and the led doesn't work perfectly (when you start plugging it turns white, but when it's perfectly plugged the led is just off).
I tried already to start it just with the battery but is the same. I'll post a video later.

Unfortunately, it is not something I/we can fix remotely.
This is not an AC adapter issue because it does power on + you tried without it and just the battery in. It also is not a battery problem.
It may be a motherboard or CPU problem but this can only be 100% checked in a service center. You may check this out >> https://support.hp.com/us-en/document/c01732674
Try to get the battery out and only try to start it with a charger on, to see if any difference (I doubt but you can try).
If nothing helps, you may try to bring or ship the PC to an authorized HP service center where the techs will be able to test it further and potentially repair it. Here is how to contact local HP support in your language if you are not sure where such a center is located - use the phone options >> https://www8.hp.com/it/it/contact-hp/phone-assist.html
This notebook model is a bit older, sometimes repairs may not be possible or more expensive than buying a new PC.

It doesn't sound an AC adapter issue to me because it restarts and at leasts starts. Sounds like either operating system problem or some hardware issue. Please, post the video.

Changing the motherboard is usually expensive. It is usually cheaper to buy a new PC, or it is as expensive as buying a new computer.
