HP EliteBook 820 G3 Notebook PC

hi.

i've purchased a used hp 820 g3 and first thing I wanted to do is to reinstall Windows, then I realized BOIS is locked (probably by seller's password, as it is similar to seller name), and seller gave me BIOS password upon request.

I can't find a way of removing or changing the password, so I don't feel like owning the item 100%.

How do I reach HP to get SMC file if I live in Ukraine? There are no HP representatives in my country, only outsource for minor repairs. Is there any other legal way of removing/changing the password?

before you lock my thread for any reason asking to contact HP Support in my country, you should keep in mind that there is no HP Support in my country.
